The meeting was opened at 12:09PM present were, Tubby Boucher, John Barrett, Ray Boyes, Roger Rapoza and Pam Haman.

 

Minutes for the March 17, 2022 meeting were reviewed and approved.

Bills and Payroll were reviewed and signed.

 

Correspondence:  Letter from the Water Department notifying town about rate increases.

Letter from the Friends of the Bandstand, the group still has concerns about the restoration of the bandstand as well the overall condition of the structure.   They have reviewed the architectural plans and have concerns about the columns and weight bearing capability.  The group also remind the Commissioners that the FOB was awarded the$50,000 grant.
The awarding grant letter was checked and the Town of Townsend was awarded the grant with Roger Rapoza listed as the project coordinator not the FOB.  The Commissioners feel that the bandstand can be restored. There may be issues with the back area as there has been some conversation about the addition remaining or not and ADA compliance.  The department feels that an architect/engineer is needed for the project in order to get viable recommendations. The idea of having the labor donated was also mentioned. Apparently, some are

questioning  who actually oversees the common.  BOS member Veronica Kell has been researching the deed and had reached out to Town Counsel. 

Meeting Adjourned at 12:20 for a fair well lunch for Ray Boyes who is not seeking reelection.

Adams Dam:  Volunteers will be unable to do some of the clearing and clean up on the river slope do to briar bushes and the uses of sharp edged equipment.

Vehicle update:  Since the 10,000 was not needed for the 2019 Dodge Truck the department is working with the Town Accountant to submit an article for STM to reappropriate the funds  to purchase a used truck to replace the green ford which will probably will not pass inspection and the repair work would be to costly considering the age of the truck.

Common Up Date:  Roger will work with JAM corporation on possible solutions for the damage to the sidewalks.

 

Ray was thanked for his many years of service to the Cemetery & Parks both as a long erm employee and Commissioner for many years.
